Stop Press: Major Changes of 2009 Federal Budget on the Migration Program

The 2009-10 budget announced important changes to the current immigration policy, the changes include a further reduction to permanent skilled migration intake to 108,100 places from 115,000 places announced on 16 March 2009. This will significantly delay the current processing time of skilled independent non-sponsored applications.

The employer-sponsored and state governments-sponsored visas continue to be fast-tracked and will remain uncapped.

Priority processing will also be given to applications where the occupation is on the Critical Skills List. Other Applicants can expect long processing delays.

Trade Occupations

Trade Occupations for non-sponsored independent skilled applications the English Language threshold will increase from current 5 in each band in IELTS to 6 in each band in IELTS on 1 July 2009 for offshore applicants, and 1 January 2010 for onshore applicants.

Concessional Competent English

Yhe Concessional Competent English will be raised from an average of 5.5 to 6.0 in IELTS on 1 July 2009 for offshore (subclass 175, 176 and 475) applicants, and 1 January 2010 for onshore (subclass 885, 886, 485, 487) applicants.

A Job Readiness Test will also be introduced for onshore visa applications from 1 January 2010, details of which have yet to be announced.

Changes to Subclass 485 Visa

Changes relating to the provision of evidence of English language ability for the Skilled - Graduate (Subclass 485) visa are being introduced from 27 October 2008. People who have made an application for a Skilled - Graduate (Subclass 485) visa before 27 October 2008 will not be affected by the changes.

People lodging an application for a Skilled - Graduate (subclass 485) on or after 27 October 2008 must provide evi dence at the time they lodge their application that they have met the relevant English language standard.
